"The walkway will benefit the museum and the community by allowing easy
access to the new barn, which will contain displays and storage area, and by
adding a landscaping attraction. The walkway will benefit handicap persons
because they can now easily access the barn and the museum from both the new
parking lot, and the sidewalk parallel to South Ridge Avenue."
